The Center for International Relations and Sustainable Development (CIRSD) is launching a new independent magazine entitled Horizons, which will be devoted to the broad theme of international relations and sustainable development.
The decision to start Horizons was guided by the impression that few existing publications seek to engage this topic as a single conceptual and methodological whole, or, for that matter, from a truly global perspective. Horizons will therefore seek to contribute to filling this void by treating development questions (economic, social and environmental) as integral parts of the practice of contemporary international relations. Horizons will present the views of influential authors in governments, the private sector, media, and the academic community; it will not seek unanimity of opinion, but sagacity of judgment and quality of argumentation.
It is hoped that the essays found in the pages of Horizons will in one way or another touch upon at least one of the following three considerations. First, a reflection on how to strengthen peaceful cooperation between states whilst increasing both understanding and responsiveness to changing global circumstances. Second, an examination of ways in which the international system can become more open, inclusive, prosperous and safe. And third, an embracing of the concept of sustainable development as the foundation of the UN’s post 2015 agenda.
As a matter of editorial policy, Horizons will not represent or support any single point of view, political school, or ideology. The magazine will, however, decisively lean in the direction of multilateralism, for the Editors believe that key challenges of the twenty-first century cannot be addressed without concerted multilateral engagement. They acknowledge this is not a panacea, but they do insist on putting forward the proposition that the increasingly complex global situation and the resulting uncertainty require more, not less cooperation between states, intergovernmental organizations and other influential stakeholders.
CIRSD therefore offers Horizons as a new forum for global discussion on the full spectrum of issues that shape and are shaped in turn by international developments.
The first issue of Horizons will be released in the last week of September, 2014. The magazine will be printed in English and will be published quarterly. The inaugural issue will be promoted in Belgrade and New York over the course of October 2014.
