CIRSD President Vuk Jeremić Joins High-Profile Discussion on Global Power Shifts
February, 2025 – CIRSD President Vuk Jeremić participated in a high-profile panel discussion marking the third anniversary of the Russia-Ukraine conflict, organized by Guancha.cn, a leading Chinese news website. The discussion, featuring prominent analysts from China, Russia, and Europe, examined the shifting global order.
Joining Jeremić on the panel were Russian philosopher and political strategist Alexander Dugin, distinguished professor at Shanghai International Studies University Huang Jing, and senior editor at Guancha.cn Dong Xiao.
Speaking on the geopolitical transformations of recent years, Jeremić argued that two of the three key pillars of American hegemony—technology and military dominance—have been fundamentally challenged.
“For decades, the United States enjoyed an undisputed technological monopoly, but today, China is on par, if not ahead, in certain key sectors,” Jeremić stated. He further emphasized that Washington’s once-unquestioned military dominance has also been eroded.
“Until the Ukraine conflict, only the United States could intervene militarily across the globe without serious repercussions—whether in Iraq, Yugoslavia, Libya, or Syria. Russia’s actions in Ukraine have challenged this exclusivity. The military monopoly is gone,” he asserted.
However, Jeremić noted that while these two monopolies have crumbled, the third pillar—U.S. dominance over the global financial system—remains intact.
“There is no multipolarity in the financial sphere yet. The dollar remains the backbone of the global economic order, and the United States is determined to preserve its hegemony in this domain,” he stated. He also pointed to the failure of Western sanctions against Russia as a key signal that the financial order may not be as unshakable as previously assumed.
“The dollar was weaponized to weaken Russia and force a retreat in Ukraine. But the sanctions did not work as intended. The key question now is: can the world develop an alternative payment system outside of U.S. control?”
Dugin: “Trump’s Narrative Aligns with Russia’s”
Russian philosopher Alexander Dugin built on these points, focusing on the growing divide within the United States itself. He noted that former President Donald Trump has embraced a narrative that aligns with Russia’s perspective on the Ukraine conflict.
“Trump has publicly stated that Russia is not the aggressor. He blames Zelensky, the European Union, and the Biden administration for provoking this war,” Dugin said. He further suggested that Trumpism as an ideology shares key perspectives with Russian geopolitical thought, particularly those championed by influential strategist Sergey Karaganov.
Dugin also highlighted a broader shift in transatlantic relations, citing recent remarks by U.S. Senator J.D. Vance at the Munich Security Conference, where he told European leaders to stop blaming Russia and China, arguing that “their main enemy is themselves.”
